Mr. Fuad Ghaffar Soomro is a result-oriented and reform-driven officer of the Pakistan Administrative Service with over 15 years of distinguished service across federal and provincial governments. He brings proven expertise in governance, policy execution, institutional development and crises management along with demonstrated leadership in public private partnerships, technical education reforms, local government administration and law enforcement.
His record of excellence is highlighted by key leadership roles in major governmental institutions, including Managing director STEVTA, Director of the Public Private Partnership (PPP) Unit, Deputy commissioner of District Central Karachi and later Hyderabad and Deputy Secretary-I at the chief minister’s Secretariate, Sindh among others.
Academically equipped with LLM in Energy Law from Queen Mary University of London and MSc in Internation Development from the University of Manchester UK, he also holds LLB from S.M Law college Karachi and B.E in civil engineering from NED University of Engineering & Technology. Mr. Soomro academic foundation is complemented by extensive in-service training and diverse field experience, made richer through a range of attachments with civil, military and international organization such as the ADB, BRAC, SHCC and PDMA.
