TransKarachi, the Project Implementation Agency of the Karachi Red Line BRT Project is recruiting candidates for the following positions in Karachi.

General Manager, Infrastructure and Planning

About the Role

The General Manager, Infrastructure and Planning, shall lead and manage TRANSKARACHI units responsible for civil works implementation, environmental and social safeguards, asset management, and infrastructure planning. The role encompasses oversight of all construction activities along Karachi’s bus corridors, focusing on construction quality, durability, and long-term maintenance. The General Manager shall ensure adherence to occupational health and safety standards, enshrine best practices in design delivery, and manage contractor relationships effectively.

This position requires direct supervision of approximately 25 staff, including establishing work plans, monitoring activities, and conducting performance evaluations.

Key Responsibilities

  • Provide leadership for the implementation of construction activities in accordance with project timelines and standards.
  • Ensure compliance with occupational health and safety safeguards across all work sites.
  • Oversee contractor performance and manage relationships to achieve quality and durability in construction.
  • Supervise and evaluate the activities of a multidisciplinary team, ensuring alignment with project goals.
  • Monitor the conditions of built infrastructure to address ongoing maintenance and necessary modifications professionally and promptly.
  • Embed international best practices for design, delivery, and safety.

Educational Qualifications

  • The candidate shall possess a minimum of a Master’s degree in Civil Engineering, Transport Engineering, Project Management, Construction Management, or a related field from an HEC-accredited university.
  • Degrees from renowned foreign universities will be considered advantageous.
  • Training or education in FIDIC contract administration is highly preferred.

Experience

  • The candidate shall have a minimum of 15 years of professional experience, including at least 5 years in a senior management position (e.g., Director, General Manager).
  • A minimum of 5 years of experience in implementing large urban infrastructure projects, particularly road-based projects, is required.
  • Experience working with international financing institutions is highly advantageous.

This role is critical to the successful execution of TRANSKARACHI’s infrastructure projects, ensuring adherence to quality standards, timely delivery, and the adoption of global best practices in infrastructure planning and implementation.

Chief Operating Officer

About the Role

The Chief Operating Officer (COO) will serve as the principal deputy to the Chief Executive Officer (CEO) and play a pivotal role in managing the daily operations of TransKarachi. This role will be instrumental in ensuring the effective implementation of the company’s strategic initiatives, including the Karachi Bus Rapid Transit (BRT) Red Line project. The COO shall oversee and manage the tasks and assignments delegated task to him/her by the CEO, which may include operational units, planning & infrastructure unit, corporate service, and stakeholder engagement. The position requires exceptional leadership skills to align multiple teams and stakeholders towards achieving organizational objectives within defined timelines and budgets.

This position will directly supervise approximate 04 senior management staff members, establish performance benchmarks, monitor work plans, and lead periodic evaluations to ensure alignment with the company’s mission and goals.

 

Qualification

The candidate shall possess a minimum Master’s degree in Civil Engineering, Transportation Engineering, Project Management, Public Administration, Business Administration, Urban Planning, or a related field from a HEC accredited university.

Degree from Internationally recognized institutions will be considered an advantage, as well as Master’s level degree.

Certification or training in project management framework such as PMP, FIDIC, or similar is highly desirable.

Experience

The candidate shall possess a minimum 15 years of professional experience, including at least 7 years in senior management positions. Proven track record in managing large-scale infrastructure projects, preferably in urban transport system. Experience in previously working with international financing institutions or development agencies will be considered advantageous. Demonstrated ability to lead multidisciplinary teams in a high-pressure environment. Experience in public private partnership and stakeholder management is advantages.

Public Consultation Officer

About the Role

The Public Consultation Officer is responsible for managing stakeholder engagement and public consultation processes throughout the BRT Red Line project. This role ensures that the concerns and needs of the affected communities and other stakeholders are considered in decision-making and project design.

Qualifications:

  • Education:
    • Postgraduate or equivalent qualification in Conflict Management, Urban Development or law.
  • Experience:
    • 3-5 years of experience in stakeholder engagement, public consultation, and community outreach in infrastructure or public-sector projects. Experience of working with vulnerable communities and civil society organizations, ADB, Multi-lateral development bank and government is highly desirable.

Office Assistant

About the Role

The Office Assistant will be responsible to provide a complete administrative support and general office duties of a responsible and confidential nature.

Qualification

Bachelor’s degree from HEC recognized university. Communication skills, office management, MS office, note taking, English language or related fields.

Experience

Minimum of 03 years of post-qualification general administration experience including a minimum of 01 years of experience in a similar role is highly desirable. Experience of an engineering firm will be advantageous.
